The report focused on companies with annual revenues less than $100 million who are delivering innovative solutions that meet enterprise software application needs. The criteria used by IDC to measure innovation were based on the following three key application trends:

1. Acceleration of software as a service (SaaS), business process outsourcing (BPO), and open source over traditional on-premise software.
2. New business models for software use by service providers (software-within-a-service).
3. Web 2.0-like functionality moves into the enterprise (e2.0).
